1763940 - LCM promote with CTS throws cannot get request or link to request web x for SID and User xxxx. please contact administrator error

Symptom

After successful configuring SAP BusinessObjects Life Cycle Manager LCM with SAP Enhanced Change and Transport System CTS+ as specified in kbase 1762987,
LCM promote with CTS throws an error
An error is seen after adding objects and dependencies to the job and choosing to promote
Error Cannot get request or link to request web x for SID and User xxxx. please contact administrator
Transport requests and other transport specific data is not shown, as such promotion to CTS is not possible as shown below
