1764760 - User <username> does not have administrative or monitoring privileges in Managed Systems Setup

You perform Managed System Configuration for satellite systems in your Solution Manager system.
While configuring the database connection in step 5 of the Managed System Setup you receive the following error message and a red rating:

User <username> does not have administrative or monitoring privileges in Managed System Setup
