1770730 - BI 4.0: Unable to convert document from XI 3.1 to BI 4.0 with Report Conversion Tool

Symptom

  • Report conversion tool returns error "Failed: BusinessObjects or Desktop Intelligence error" and "Not Converted : <document name> - Document cannot be read" when attempting to convert a document in BI 4.0.
  • Issue occurs even with BOE Administrator account and when Full control permissions have been granted to the OS user for <INSTALLDIR>\Program Files (x86)\SAP BusinessObjects\ + subfolders
