Symptom
When trying to start the listener either manually or through the Windows Service, it fails with the error below on listener.log:

Error listening on:
(ADDRESS=(PROTOCOL=TCP)(HOST=<hostname>)(PORT=<port>))
TNS-12546: TNS:permission denied
TNS-12560: TNS:protocol adapter error
TNS-00516: Permission denied
