1783243 - Error - 'Inconsistent Data' during SAP Note Implementation using SNOTE

Symptom

1) During the implementation of any SAP note using SNOTE, an error "Inconsistent data" occurs.

"Image/data in this KBA is from SAP internal systems, sample data, or demo systems. Any resemblance to real data is purely coincidental."

2) This error can also happen in phase AUTO_MOD_SPDD during a SPAM or SAINT import. The underlying root cause is the same for the SNOTE error.
