1789865 - Database does not start due to wrong file permissions

Symptom

In SAP MaxDB/liveCache, when calling DBM command you get the error:

>dbmcli
RTE_CallSdbStarter(): Must be called by root or effective user xxx
effective group xxx Error! Connection failed to node (local) for
database (no dbname):
Reading header from pipe:closed by server

or

if you try to start the X server you get the error:

$ x_server start
Bad path '/sapdb/programs/bin/x_server'
 Wanted (UserId 90144, GroupId 14109, Mode 106555 '-r-sr-sr-x')
 Got    (UserId 90144, GroupId 14109, Mode 100777 '-rwxrwxrwx')
RTE_CallSdbStarter(): Wrong ownership for own program absolute path
