Reproducing the Issue
Install a Visual Basic version that is not listed in the Supported Platforms or Product Availability Matrix for your specific version of Crystal Reports 2008 / 2013 / 2016.
Cause
- Crystal Reports 2008 is not supported with Visual Studio 2010
- (any version mis-match between CR and VB can cause similar behavior)
Resolution
- Download SAP Crystal Reports for Visual Studio 2010
- Change the SAP Crystal Reports references to version 13.x
