1800645 - Firefighter Owner cannot be removed from the Owner Assignment

Symptom

In case of multiple SPM Owners for one FirefightID, if we trying to remove one of the Owner from the Firefighter Owner assignment in NWBC, error message "FFID XXXXXX is assigned to a firefighter using owner (<SPM Owner>); cannot be deleted" is displayed.

Environment

GRC10.0, GRC10.1, EAM.
