1803697 - BI 4.0 : "Server Intelligence Agent has failed to initialize. The port number is likely in use" error occurred while starting the SIA after Service Pack 05 upgrade.

Symptom

The Server Intelligence Agent (SIA) does not start after Service Pack (SP) 05 upgrade in BI 4.0. Following error will be displayed while starting the SIA.

"Server Intelligence Agent has failed to initialize. The port number is likely in use. Please confirm that your Server Intelligence Agent port number is not in use by another program."

The same error appears even if the SIA port is not in use by any other program or the SIA port is changed manually.
