1809617 - BI 4.0 - SQL Server 2008 Express does not install

• Server Intelligence Agent (SIA) is unavailable after default install in the Central Configuration Manager (CCM)
• Central Management Server (CMS): "Server not found or server may be down (FWM 01003)"
• Logon from CCM: "Unable to log on: Could not connect to server SERVERNAME. Please check that the server name is correct and that the server is running."
• SQL Server 2008 Express Edition fails to install on the server.  "SQL Server (64-bit)" service is missing in the Windows Services.msc console
• Checking the install logs of BI 4.0, the following error can be found
