1809688 - Not able to create promotion job if the group has custom access level assigned to it

Symptom

When adding a user group with top level security and custom access level to the LCM/promotion management job and clicking save the user is prompted to download the .do servlet

When adding a user or group without top level security/custom access level, the job can be saved as expected

After adding a user group with top level security and custom access level and promoting the job (without saving first), a 500 error is displayed citing that the lcm.global.config.properties file could not be found even though the file exists in the FRS.
