If Data Services Management Console started from Designer by selecting Tools > Data services Management Console it does not launch the administrator tree on the left.
If the user is logged off and then manually change the URL to have localhost instead of the machine shortname or fully qualified name and launches the URL, it loads the administrator tree fine.
