1818279 - Explorer services do not delete temp files on shutdown

Symptom

Whenever the ExplorerIndex, ExplorerExploration and ExplorerMaster servers are started, the following two folders are created in the system temp folder:  "C:\Windows\Temp".  The ExplorerSearch service is not involved in any of this workflow.

"com.sap.geo.repository.geometries.navteq.levels"
"com.sap.geo.services.names.search.internal.NamesSearchServiceImpl"

In a BI4 Explorer SP5 system, these two folders combined equal 95mb of space.  For all three servers, it consumes about 285mb in temp space.

Normally on shutdown, these folders and files are cleaned up and deleted.  However under certain workflows the files are left behind to consume space.
