Symptom
In SAP Solution Manager 7.1 → Managed System Configuration → section Configure Automatically → step Byte Code Adapter Installation failed with following error: Cannot call Wily Setup Webservice
In error details there is the following entry: SOAP:1.023 SRT: Processing error in Internet Communication Framework: ("ICF Error when receiving the response: ICM_HTTP_TIMEOUT")
