1823302 - LMCFG SCA error in PI Configuration Wizard

• An error occurs during the PI Wizard "NetWeaver initial setup -> PI inital setup".
• This happens in step 12 of 219: Read Version of installed LMCFG SCA.
• Error detail:
• The configuration wizard attempted to execute getSCAVersion method
  from class com.sap.ctc.util.pi.services.Utilities of component
  sap.com/com.sap.xi.ctc.app that is not present in the system
