1823601 - Error: "The start time cannot be later than the end time" - scheduling report

Symptom

  1. Error message "The start time cannot be later than the end time" when scheduling any report with following settings
    1. Preferred Viewing Locale set to any value with a 24H time format (e.g. English - UK)
    2. recurrence start and end date set to the same day
    3. end time set to 12 (midday in 24 format)
  2. Publications are not affected.
