1831742 - Hybrid Web Application failed to deploy after upgrading to Sybase Unwired Platform to 2.2 from 2.1.3

Symptom

Customer using Hybrid Web Application.  After upgrading from Sybase Unwired Platform (SUP) 2.1.3 to 2.2, the Mobile Workflow is upgraded to a Hybrid Web Application. When attempting to deploy or import the application it fails with the error:

GetZipArchive: Selecting Zip archive from table AMP_MODULE_VERSIONS failed

And error:

20130213T150440.756|1|Replace: Installation error: SQLValue is not a bool
