1832937 - Installing Solution Manager Diagnostic Agent in stand-alone mode is unsuccessful and gives error FAIL: NIECONN_REFUSED

Symptom

During the installation of the Solution Manager Diagnostic Agent the installation does not complete successfully and the following errors are reported in the sapinst_dev.log
