1836583 - Timestamp is incorrect in SAP BW 7.3

Symptom

When activating a transformation the problem is caused by the incorrect values stored in the source. The new rule type "timestamp" in the transformation expects a fully
qualified timestamp value in the format 'YYYYMMDDhhmmss' where
Y=Year
M=Month
D=Day
h=Hour
m=Minute
s=Second

Since the source contains values like 00000000000YYYY, the conversion throws the below error:

Time stamp 00000000000YYYY or target time zone UTC not valid RSTRAN 310
Runtime error while executing rule -> see long text RSTRAN 301
