1842080 - Incorrect error message for User-scope Wire Template

• If a User-scope Fed Wire template is created and gets an empty yellow (blue, in core product) "operationresult" box on the final screen (where it should be reporting that the Fed Wire template has been saved successfully).
• If another User-scope Wire template of another type is created, it reveals that it's actually displaying the previous template creation result message (i.e. blank when you create the initial Fed Wire template; "Fed Wire template has been saved" if you then create a Domestic wire template, etc).
