1843856 - DBDriver failed to load : C:\SAP BusinessObjects\...\lib64\dbd_oci.dll (The specified module could not be found)

The following errors are all linked to the same solution but are displayed to the end user in different forms:

1.) Data Federation Administration Tool
When attempting to expand the list of Catalogs, the following error occurs:

Problem getting metadata for catalogs. (DFA 30001)[Data Federator Driver][Server][Connector 'APPSREAD_PROD']Connection Server has reported an Exception: DBDriver failed to load : D:\SAP BusinessObjects\SAP BusinessObjects Enterprise XI 4.0\dataAccess\connectionSer  ver\drivers\lib64\dbd_oci.dll (The specified module could not be found.)

2.) Information Design Tool
When creating a multisource data foundation and attempting to expand the connection object within the .dfx, the following error occurs:

DBDriver failed to load : D:\SAP BusinessObjects\SAP BusinessObjects Enterprise XI 4.0\dataAccess\connectionServer\drivers\lib64\dbd_oci.dll (The specified module could not be found.)

3.) Information Design Tool
Explorer fails to index all Information Spaces built on an Oracle based Universe (.unx).
