1845926 - CA Wily Introscope Enterprise Manager does not start "Failed to bind to server socket"

Symptom

The Introscope Enterprise Manager does not start due to the following error in the IntroscopeEnterpriseManager.log file:

[ERROR] [main] [Manager.Acceptor] Failed to bind to server socket java.net.BindException: Address already in use
[ERROR] [Acceptor] [Manager.Acceptor] Unexpected exception in Server Socket Channel hence closing the Server Socket Channel and shutting down the EM.
[ERROR] [Acceptor] [Manager] Uncaught Exception in Enterprise Manager:  In thread Acceptor and the message is java.lang.UnknownError: Unexpected exception in Server Socket Channel hence closing the Server Socket Channel and shutting down the EM. null"

In Windows environment, error message would be different:

[ERROR] [WrapperSimpleAppMain] [Manager.EMWebServer] The EM Webstart service could not be started :Failed to bind to 0.0.0.0/0.0.0.0:8081
