1846020 - Promotion management in SAP BusinessObjects Business Intelligence 4.x gives an error "Unable to process your request"

• After upgrading BI4 to the latest patch, you get the below error while opening Promotion Management from the CMC. It was working fine before patch upgrade.
  "Sorry, Promotion management application is unable to process your request.: Please check you have sufficient rights to perform this operations. "
• When promoting an object (Folders, groups, rights and/or reports) using "Promote Security" - "Promote Object Security"
  
  1. A 404 page appears
  2. The page prompts to download a file "saveJobChanges.do" with contents[{"AjaxRequestThrowsError":"True"}]
  3. The error message "Sorry, Promotion management application is unable to process your request. The error from the server is: Unable to set the entries to the file Or You don't have sufficient rights to perform the operation." appears after clicking on Save.
