1849648 - Non administrator users cannot create or refresh any UNX based WEBI reports in BI Launchpad

• User (non administrator) can create and refresh WebI report based on .unx Universe from WebI Rich Client (WRC)
• User (nor administrator) cannot create or refresh WebI report based on .unx Universe from BI Launchpad
• Giving full control to the user does not fix the problem
• Administrator user works fine
• Error does not appear if adding the user into the Administrator Group
• Error received: Refreshing Data - while trying to invoke the method com.businessobjects.mds.repository.DSLRepository.getUniverseFile(com.businessobjects.mds.repository.ResourceID) of an object loaded from field com.businessobjects.mds.consumption.DefaultRepositoryConsumer.repositoryof an object loaded from local variable 'this' - (WIS 00000)
• Problem occurs after migrating / promoting contents into the environment (through LCM or UMT)
• Inconsistencies in the File Store can also be noticed
• Also "Partial Success" results could be seen in the promoted job and objects are missing their dependencies
• Issue could not be fixed by re-applying the security through the CMC
