1850016 - ERROR: The port xxx/tcp is already occupied. This port is reserved for the shadow system and must be freed

Symptom

During the upgrade phase PREP_INSTALL/SHDINST_REQ SUM stops on error:

The error message is:
ERROR: The port 3600/tcp is already occupied.
            This port is reserved for the shadow system and must be freed.
            Check the configuration in C:\Windows\system32\drivers\etc\services
           and make sure that the port is free.
