1851473 - Problems in setting the Usecase for personnel administration in ESS

Symptom

You use either table V_T7XSSPERSUBTYP or table V_T7XSSPERSUBTY to set the usecases. There is one of these problems:

Table	Problem
V_T7XSSPERSUBTY	The error message "The check-box "New button Always Available" is mandatory" is shown, but the box is not ready for input.
V_T7XSSPERSUBTYP	The error message "There is an inconsistency in the usecase maintained for this record." is shown for all possible entires.

As both tables are different ways to customize the same, this has the same cause.
