1852114 - RHHISTO0 does not remove historical flag from an infotype record

Symptom

The infotypes of personnel planning database have a field called HISTO, which can be used (set with value X) to historify records which are obsolete, not relevant, or might no longer be useful. This allows you to keep in the database these kind of records, serving as a simple archiving tool instead of forcing them to delete or migrate that information. It is important to remark that this functionality is simple and therefore might not be valid for very specific requirements.

In some situations it might not be clear how report RHHISTO0 works. This documentation will try to clarify the behavior of this report, and will also provide an alternative when RHHISTO0 is not useful.
