1857771 - BPM applications cannot be started. Service is not active on the server


After an upgrade, from another release or Support Package level, you find problems starting BPM applications.
In the defaulttraces it can be seen errors similar to this one:

Application cannot be started.
Reason: it has hard reference to service, which is
not active on the server because service has failed to start.
Where XXX refers to the specific application name that has the error and its the reference service.
