1866658 - EPM-PCM PCM 10 Application hangs with console wizard import to Oracle

Using PCM console, create a new model, using a new load id and after preparing everything in PPLOAD* tables, Data loader hangs with activitydrivervalues and see the database session hanging for a long time, no data records changes in table that seems to be inserting. 

PCM 10.0 SP4 patch 2 with Oracle 11G.

Verified these settings were used:
- Data Warehouse
- Database Character Set: - "AL32UTF8 – Unicode UTF-8 Universal character set".
- National Character Set: - "AL16UTF16 – Unicode UTF-16 Universal character set".
- Dedicated Server Mode
- Verify that the tablespace creation script (OracleCreateObjects.SQL) was run only modifying the path and passwords.
