1867590 - Manage BI Services bound to port 8080

Symptom

When the user selects "Manage BI Services" when editing a webi document, there is a reqest to contact :8080/dswsbobje (although Tomcat is running under port 9080.

If there is another service running on port 8080, the user may experience the error message:

Unexpected error: java.net.SocketException: Connection reset
