Symptom

Every NEW process instance created goes to SUSPENDED status. You check in your traces and you can see an entry similar to:

disasterLevelUpgraded():Token count exceeded in Process ''ff0d127d-c112-
11e2-c949-000002ae51da''. The number of tokens in the process reached
the maximum allowed token count (500); process instance suspended by
the BPM memory safeguard.
