1875140 - Event Viewer is displaying File Repository Service errors every two minutes. "Could not open the file x. Please check for permissions or sharing violations"

Symptom

When examining the Event Viewer application on the server, the following error is displayed every two minutes:

"Could not open the file \\BOEInstallLocation\FileStore\Input\a_181\023\000\6069\deletion.criteria.list.  Error code: Failed to open \\BOEInstallLocation\FileStore\Input\a_181\023\000\6069\deletion.criteria.list. Please check for permissions or sharing violations."
