1875902 - R3load -testconnect fails during using SWPM in step testDatabaseConnection

Symptom

During execution of SWPM it throws an error in step testDatabaseConnection. Near the end of the log file it can be seen an error similar to:

sapinst_dev.log
ERROR <timestamp>
 
The step testDatabaseConnection with step key
(...)
was executed with status ERROR ( Last error reported by the step: Process call '/usr/sap/<SID>/DVEBMGS10/exe/R3load -testconnect' finish with status exits with TST_ERROR.
For details see log file(s) R3load.exe.log.).


In R3load.exe.log it can be  seen an error similar to:

R3load.exe.log (example for Oracle DB)
/usr/sap/<SID>/DVEBMGS00/exe/R3load -testconnect
DbSl Trace: CONNECT failed with sql error '1017'
(DB) ERROR: db_connect rc = 256
DbSl Trace: CONNECT failed with sql error '1017'
(DB) ERROR: DbSlErrorMsg rc = 99
