1879274 - SNP optimizer does not create/modify quota arrangement for in-house production

Symptom

SNP Optimizer is executed with transaction /SAPAPO/SNPOP (or program /SAPAPO/RMSNPOPT) with "Modify Quota Arrangements" activated. However only quota arrangements for normal stock transfers (type LOK) are created/modified. No quota arrangements for in-house production (type EF) or external procurement (type FBB) gets created/modified.
