1879280 - Dump "HTTP_COMMUNICATION_FAILURE" in Project Management navigation

You receive either of the following dumps when trying to navigate to Project Management:

1. In the system frontend you see an error mentioning that exception condition "HTTP_COMMUNICATION_FAILURE" was raised.
   
   In the system backend (transaction ST22) you can see a dump with the following information:
   
           Runtime Errors RAISE_EXCEPTION
           ABAP Program SAPLWDY_HELP_LINKS
    
2. In the system frontend you see an error:
   
           500 SAP Internal Server Error
           ERROR: Error in LINK_TO_URL "LTU_LOCATOR_HELP" of view "DPR_WORKLIST_LOCATOR.VI_LOCATOR": URL is not correct (termination: RABAX_STATE)
   
   In the system backend (transaction ST22) you can see a dump with the following information:
   
          Runtime Errors UNCAUGHT_EXCEPTION
          Exception         CX_WDR_ADAPTER_EXCEPTION
