• Install Crystal Reports 2011 SP02
• Upgrade to SP04
• Upgrade to SP05
• Install Crystal Reports 2011 Client Tools (SP02)

This occurs due to a version conflict on the system when trying to install old version client tools on top of updated software. 
When installing client tools, install the version which closely matches the platform' s(CRS2011) version which is installed of the system.

download and install the most up to date and matching client software.
