1882479 - SUP Logs report Error -193: Primary key for table 'SYNC_DATA' is not unique

1. Attempting to deploy a package or make a domain level change in SUP (Sybase Unwired Platform) fails
2. Found in the SUP Logs is a message similar to the following:
   Error -193: Primary key for table 'SYNC_DATA' is not unique
3. SUP is setup on a single node
4. Comparing the Domain IDs and Version in the Cluster DB table SYNC_DATA versus the CDB table MMS_DOMAIN it is found that a version for a domain in the MMS_DOMAIN table is less than the corresponding version in the SYNC_DATA table
