Symptom
sp_dbextend does not observe default device growby limits.
If a database device has no growby policy configured in sp_dbextend, ASE should use the device default growby policy which is 0. However in sp_dbextend 'execute' on the default segment tries to issue a disk resize on the device (to expand the device by 4MB).
