1884187 - "Anonymous user configuration corrupt" in AS Java

Symptom

The AS Java will not start, failing with exitcode -11113. In the defaultTrace.X.trc you can see the fragment below:

[EXCEPTION]
 com.sap.security.core.server.userstore.UserstoreException: Anonymous user configuration corrupt

Caused by: com.sap.security.api.UMException: Cannot find first configured anonymous user: J2EE_GUEST: BAPI_USER_GET_DETAIL@<Client Info>:
ID=01, NUMBER=495, MESSAGE=You are not authorized to display users
