1887325 - ASCS cannot start during upgrade / installation

Symptom

During system upgrades or installations, the respective responsible tool fails while trying to start the ASCS / SCS instance. 

You run command “sapcontrol -nr <instance number> -function GetProcessList” and it shows both Enqueue and Message Server services stopped: 

msg_server, MessageServer, GRAY, Stopped, , , <process_ID>
enserver, EnqueueServer, GRAY, Stopped, , , <process_ID> 

The upgrade / installation process cannot continue.
