For each Withholding tax type, You can define one Withholding tax minimum amount, one withholding tax maximum amount and one minimum base amount.
For the Withholding tax code, you can also specify the withholding tax base exempt amount.
Then You post an invoice with a Withholding Tax base amount less than the amount previously defined into the withholding tax base exempt amount, or into the minimum base amount for example, the System will not consider the WT tax base exempt amount or the minimum base amount defined into the customizing and will calculate the Withholding tax.
