1889207 - Crystal Reports with Alerts fail to promote

Symptom

When Lifecycle Manager(Promotion Management) promotes Crystal Reports that have alerts in them, two different behaviors can be observed:

  1. The first promotion is successful and subsequent promotions report as being failed, however all objects are imported (despite failed status)
  2. The initial promotion reports a status of 'failed' however all objects are imported and work as expected
