1889621 - Not all SQL Anywhere tools installed using the "Windows Client PC" license key

Symptom

The SQL Anywhere client part was installed using the "Windows Client PC" a.k.a. “Client-only” license key. During the installation, the feature "Administration Tools" was listed and enabled, on the dialog “Custom Setup”. However some of the SQL Anywhere tools are missing, which are available in an installation done using a “standard” license key.
