1890423 - Connect to a database, running on the same machine (Windows 7) as a service? - SQL Anywhere

Symptom

On a Windows 7 machine, a service is defined, that starts automatically the SQL Anywhere database server with a single database.

Trying to connect to the database using the connection string "UID=<user>;PWD=<password>;DBF=<path and file name of database file>" results in the error:

Specified database file already in use

Using an alternative connection string "UID=<user>;PWD=<password>;DBN=<database name>" results in the error:

Could not connect to the database.
Database server not found

Similar configuration and connection strings are working on Windows XP.
