You observed that the link You have XX expense(s) to assign to an expense report is not visible is in the Expense Report.

1. Go to the Cockpit Work Center.
2. Go to the link All Expense Reports under Expense Reports
3. Open an Expense Report.

The link You have XX expense(s) to assign to an expense Report will be visible only on those Work center's where you can create an Expense Report and assign the created Expenses to an Expense Report.

You can see this link if you open the Expense Report through Travel & Expenses work center or Travel Manager work center where you can create Expense Report and assign the expenses to the Expense Report.
