1892937 - Web Container Extension provider [WebDynpro] not available causes error during a stack upgrade using SUM

During the deployment of EHP1 SPS8 on NW 7.3 Portal and some other product versions, the SUM (Software Upgrade Manager) tool errors out with different software components in the Deploy Software Component step with this similar error:

Operation [deploy] for [webdynpro/resources/sap.com/<app_name>] web application is not possible because required Web Container Extension provider [WebDynpro] is not available. Possible reason:  Web Container Extension provider is described in servlet_jsp service property 'WebContainerExtensionsProviders', but
is not available. Create an OSS message in component: <component> for support.

In the usr/sap/<SID>/<instance_number>/work/std_server0 log, we can see this error:

CSN Component [BC-WD-JAV], DC Name [sap.com/tc~wd~webdynpro] java.lang.NoClassDefFoundError: com/sap/engine/session/UserIsLoggingOutException
