1895472 - BI 4.0 services go into "Starting" state after more connections have been made to the CMS database than maximum dynamicially allocated ports

Symptom

  • All SAP BusinessObjects Business Intelligence (BI) 4.0  services go into starting mode when over 500 dynamic connections have been made to the Central Management Server database.
  • The logs on one of the servers stuck in "Starting" state displays the following error messages:
    -java.net.SocketException: No buffer space available (maximum connections reached?)
    -cannot obtain resource bundle.
    -reason=error number WSAENOBUFS
  • All the network resources have been exhausted on the system.
