Non-admin users are not able to schedule publications in XI 3.1 because the 'Edit Objects' right is explicitly denied at the folder level. Whenever these users try to schedule the publication and click on 'Database Logon' on the left window pane, they receive 'Sorry, you do not have the right to execute this action' in the right window pane.
