Symptom
The start of the SQL Anywhere database server takes more than 2 minutes during the boot phase of the Windows server. If the related SQL Anywhere service is started manually after the boot phase, the server starts within seconds.
The server message log reports the following (warning):

I. 08/13 12:31:25. Using broadcast address of: 127.255.255.255
I. 08/13 12:31:30. Server not found (no reply received)
I. 08/13 12:31:30. TCPIP link started successfully
I. 08/13 12:34:48. Now accepting requests
I. 08/13 12:34:48. Starting TCPIP listener on IP address 0.0.0.0:2638
I. 08/13 12:34:48. Starting TCPIP listener on IP address (::):2638
