1899340 - Error "... User '<account>' has the row in 'ml_database' locked ..." - SQL Anywhere

Symptom

Issue with a MobiLink installation, where synchronizations are sometimes blocked with the error message "... User 'DBA' has the row in 'ml_database' locked ...". An example for such an error can be found in the following MobiLink server log file.
